The starter save puts you just past the Resident Evil 6 tutorial with the whole toolkit open, on PS4 and on PS5 through backward compatibility. You get max Skill Points, every skill unlocked, all weapons for all characters and max health pills for everyone.
Skills are how Resident Evil 6 handles upgrades. Normally you buy them one level at a time, and some must be earned first. The infinite ammo skills wait until all four campaigns are done. The Master skills want hundreds of kills with one weapon type. On this save they’re on the menu from minute one. Leon, Chris, Jake and Ada’s stories are still yours to play.
