Top speed in GTA Online can mean very different things depending on testing method. The numbers below are based on straight-line testing with the car fully upgraded.
This matters because some cars feel fast in traffic or corners, but they do not hold the highest speed for long highway pulls.
GTA Online Platform Check
Type: Diagnostic
If you are on PS4 or Xbox One, you cannot use HSW upgrades. If you are on PS5, Xbox Series X|S, or PC Enhanced, you can use HSW after unlocking Hao.
Pause the game and open the platform system menu.
Confirm you are on PS5, Xbox Series X|S, or PC Enhanced if you want HSW speeds.
If you are on PS5 or Xbox Series X|S, go to LS Car Meet and make sure you completed Hao’s intro time trial.
If you are on PC, confirm you are launching the Enhanced version and not Legacy.
What You Should Notice: On HSW-supported platforms, Hao’s Special Works options appear at LS Car Meet for eligible vehicles.

HSW Mods Setting

If you join a race and your HSW car suddenly feels slower, the host may have disabled HSW performance.
Rockstar added an option to disable HSW mods in the race lobby, and it affects eligible vehicles even if you upgraded them in freemode.
Host or join a race that allows custom vehicles.
In the lobby, open Settings.
Find HSW Mods.
Set it to Enabled if you want HSW performance.
Set it to Disabled if you want everyone on non-HSW performance.
What You Should Notice: When HSW Mods is disabled, HSW cars lose their higher top speed advantage in that race.
How To Undo It
Re-open Settings in the lobby.
Change HSW Mods back to your preferred value.
Stop Here If Fixed: If your car now performs as expected, do not change more race settings.

Use a long straight like a highway with minimal elevation change.
Test in freemode with low traffic if possible.
Do not draft behind other vehicles.
