Dodger's Note is inside the upper interior of the large radio antenna tower at Pilgrim's Peak.
- Leave the Traffic Tunnel and head for the large radio antenna tower at Pilgrim's Peak.
- Enter the doorway at the base of the tower to reach the vertical zipline.
- Ride the zipline upward and prepare to jump off at the floor directly below the top platform.
- Release when the opening to the small interior room comes level with you rather than riding all the way to the top.
- Enter the small room and find the bag on the floor beside the electrical machinery.
- Interact with the bag to spawn Dodger's Note.
- Pick up Dodger's Note as a separate interaction before leaving the room.
