Take the heavy save if you want the whole roster ready now. Take the slightly modded save if you still want to level officers yourself but skip the farming for gems, crystals and growth points. Both give every officer max skill points, including ones you unlock later.
Why Level 99 And Not 100?
The heavy save stops at level 99 so the level 100 trophy doesn't pop the moment you load it. You can reset an officer's level in the game settings if you want to decide when it unlocks.
