What To Ignore: Do not build your expectations around the Panther Statue. It is a limited-time target, not a baseline target. The same rule applies to any guide that treats bonus-week loot as the standard value.
Why It Still Works: The replay cooldown is longer than it used to be, especially for solo players, but the heist still wins because one property unlocks the strongest repeatable solo take in the game. Why It Still Works: The gross value is enormous, and you only need an Arcade to start it. The tradeoff is that it needs at least two players, and your actual take depends on how you split the finale.

Why It Still Works: The job chain is longer than one Cluckin’ Bell run, and the total time is heavier than one Cayo finale, but it is reliable. The Agency also unlocks Security Contracts and later Payphone Hits, which makes it one of the best all-round money properties in the game.

Why It Ranks Here: Cluckin’ Bell Farm Raid is the best money method that does not ask you to buy a property first. You start it by meeting Vincent at the Vespucci Police Station, and the finale pays a fixed $500,000 to the leader.
Exact Approach Names: The final raid can be completed with a Silent Approach or an Aggressive Approach. Those names are real, and both approaches legitimately exist in the mission strand.
Why It Still Works: This raid does not beat Cayo Perico for long-session efficiency, but it is one of the best answers for a player with almost no startup cash. It is also easy to recommend because the payout is fixed and the setup cost is not the problem.

- Complete the setup missions in the order Vincent gives you.
- Choose the Silent Approach or Aggressive Approach based on how comfortable you are with stealth.

What Matters Most: Do not judge this business before you unlock the Equipment Upgrade. Without the upgrade, a full stock sells for $237,600 and takes six hours to produce. With the upgrade, a full stock sells for $335,200 and takes four hours. The daily production boost cuts that to four hours and thirty minutes without the upgrade, or three hours with it.
Exact Upgrade Requirement: You need to complete 10 Fooligan Jobs and then pay $250,000 for the Equipment Upgrade. If you skip that, the business is still usable, but it is not nearly as strong.

Why It Still Works: Bunker asks for more patience than Acid Lab, but it keeps paying in the background while you run anything else on this list. It is a better second or third passive property than a first emergency money fix.

Why It Ranks Here: Nightclub is the best long-term passive empire property because it stacks on top of businesses you already own. Your warehouse technicians generate goods automatically, and Tony only takes a 10% laundering cut up to a maximum of $100,000 on a warehouse sale.
What To Prioritize: With the Equipment Upgrade, the strongest warehouse assignments are South American Imports, Pharmaceutical Research, Cash Creation, Cargo and Shipments, and Sporting Goods. Weed and Document Forgery are weaker technician slots by value per hour.
Keep These Two Incomes Separate: The popularity safe is not the same thing as warehouse income. On current live versions, a high-popularity Nightclub can generate up to $50,000 every in-game day, and the safe can hold up to $250,000. The warehouse is the bigger long-term earner. The safe is the easy extra.
- Buy a Nightclub after you already own businesses worth linking to it.
- Hire technicians and assign them to the strongest warehouse categories first.
- Keep popularity high so the safe keeps filling at the top rate.
- Collect safe cash regularly so it does not sit at capacity.

Union Depository Contract

Exact Cut Structure: The finale pays a total cut of $300,000 solo, $325,000 with two players, $350,000 with three players, or $375,000 with four players. The leader cut is $270,000 solo, then $292,500, $315,000, or $337,500 as players are added.
Why It Still Works: This is not a replacement for Cayo Perico or Diamond Casino Heist. It is the best robbery-sized filler once you already own an Auto Shop and want something faster than a full heist chain.

Payphone Hits

What To Ignore: A lot of older guides still quote $85,000. That is outdated. The bonus was lowered, and the cooldown was shortened.
Why It Still Works: The cooldown is now only 10 minutes, so Payphone Hits fit neatly between longer money methods once your Agency is already online.

- Call Franklin or answer a payphone when a hit becomes available.

Security Contracts
Why They Rank Here: Security Contracts are simple, consistent Agency work. They pay $31,000 to $42,000 on Professional, $44,000 to $56,000 on Specialist, and $60,000 to $70,000 on Specialist+.
Why They Still Matter: They unlock the Agency’s better money features. The first contract unlocks the VIP Contract path for Dr. Dre. Three completed contracts unlock Payphone Hits. After that, they remain useful filler with only a five-minute wait between jobs.
Why They Sit Lower: They do not beat heists or upgraded passive businesses for pure money. Their value is in consistency, quick access, and progression.
